Comparing municipal requirements

The Issue:

Does where you live in Canada, have any bearing on the quality of new housing that you might receive as a new home purchaser?  Why do some areas seem to be much more problematic than others?

We decided it would be interesting to determine the differences in Municipal residential construction requirements, permits and inspection processes that exist across the country.
